Barry Rau
Barry Rau is the Founder and Senior Partner of Counsel, of Sterling Associates. For the past three decades, Barry has distinguished himself as a leading management advisor to Washington’s past six Governors. He started his career in the U.S. Senate as an intern to former U.S. Senator Warren G. Magnuson. Prior to forming Sterling Associates in 1988, he was Price Waterhouse’s Western U.S. Regional Director for State and Local Government Services. In this capacity he supported Price Waterhouse's state and local government consulting practice for 13 western states. Before joining Price Waterhouse in 1982, Barry was an Assistant Director of the state of Washington's Office of Financial Management (OFM). In this capacity, he was responsible for OFM's Management Services Division, which was responsible for conducting management audits and reviews of state agencies. Prior to OFM, Barry was a management performance auditor with the U.S. Government Accountability Office (GAO) where he earned the coveted Comptroller General's "Outstanding Performance Award".
Kimberly Rau
Kimberly Rau is the Managing Partner of Sterling Associates, LLP. She brings over 18 years experience consulting with public and private sector organizations on a broad array of management, organizational and technical issues. Kimberly has worked with executive and line managers to identify program risks and controls, to identify mitigation strategies and to offer recommendations for improvements. She has conducted and managed organizational and service reviews, and directed Quality Assurance services for large business process reengineering projects, and systems development efforts.
Kathleen Nolte
Kathleen Nolte is the Director of consulting services with Sterling Associates, LLP with over 10 years experience as a consultant, and over eight years experience in state government. Kathleen has managed and directed a variety of projects related to program management and information technology management. She has helped organizations find the most practical and efficient ways to manage their resources to better meet expectations of efficiency and effectiveness within state government. She has the ability to comprehend complex programs and their technology requirements, and employ her analytical skills to discern client needs. Kathleen has gained extensive experience working with diverse organizations and project management principles that will provide important management support to organizational and management reviews. She has a direct and thorough knowledge of the nature of business processes, supporting technology systems and project management principles, in addition to strong analytical and communication skills. She is an experienced presenter and has provided facilitation and training in a wide variety of settings. Kathleen is well respected and knowledgeable of the current agency governmental issues and environment.
Julie Boyer
Julie Boyer is a Senior Associate Consultant with over eight years as a consultant to state government. Prior to joining Sterling Associates, Julie spent 30 years managing various programs and agencies. She directed the programs and resources of the Washington Department of Natural Resources. Julie does not shy away from tough assignments or roles. She brings a wealth of executive management experience to any engagement. Her knowledge and expertise in human resources, information technology, organizational development, and business systems in general will provide an immediate reliable source of counsel and consultation.
Julie has shown a personal commitment to providing the best public service possible in several state agencies. She is known for finding logical solutions to problems facing managers everyday. She has worked successfully in high visibility projects and in politically charged environments requiring extraordinary communication skills.
Mison Bowden
Mison Bowden is an Associate Consultant with Sterling Associates, LLP. Her expertise covers strategic business planning, organizational reviews, business process improvement, performance management, change management and information technology. Mison has spent the last 20 years consulting or working in the government arena for projects located throughout the United States. Her broad experience provides managers with additional insight and focus when improving operations.
Susan Heltsley
Susan Heltsley is an Associate Consultant with Sterling Associates. For the past 20 years, Susan has worked within the government and private sectors, allowing her a global view on various financial operations. Her ability to capture lessons learned from the private and public sectors and apply them appropriately is exceptional. As a financial management consultant, Susan is adept at counseling managers on how best to manage finite resources while maintaining a certain level of accountability and accuracy. She understands the pressures and responsibilities that agencies face when carrying out new projects and programs. Having worked for the Office of Financial Management, she has insight into the legislative and decision making processes as well.
Bonnie Jacques
Bonnie Jacques is an Associate Consultant for Sterling Associates. Bonnie spent 30 years in state government, managing numerous programs and projects. She has worked in various line, administrative and executive level positions, within the Department of Social and Health Services. Bonnie has significant programmatic, project management, training and facilitation experience. She has worked as an Executive Director of a private non-profit children’s advocacy center prior to beginning her career with Sterling Associates. She brings with her extensive expertise in executive management and coaching, organizational assessments, administrative assessments and reviews and human resources management.
Monica Davis
Monica Davis is a Consulting Assistant at Sterling Associates, LLP with over 15 years of financial experience in both public and private agencies. Monica possesses excellent financial management, audit and analytical skills. Before joining Sterling Associates, Monica served as a local government auditor for the Washington State Auditor’s Office. Monica manages the day-to-day workings of the Sterling office and demonstrates excellent interpersonal skills that contribute to the success of Sterling Associates’ projects.
